cash back on using credit card. Is it a genuine offer or there is some catch?

Dear All, 

I regularly see offers by various banks announcing cash back un using their card. 

I wonder how the system works? Who pays that 2.5% to 5% cash back. Is it a genuine offer or there is some catch? can some one enlighten?
