Selective use of Section 144 ...double standard ....

I wud like to know  when SS , MNS, Chagan Bhujbal and similar parties create / abt to create disorder then 144 is not imposed but when u challenge govt on corruption same is promulgated quickly.Why?? Hundreds of communal riots, arson, lootpat cud have been avoided ( like ambedkarwadi did saffronists did and others did in Bengal,Rajasthan, Tamilnadu , Kashmir,Bihar,UP and even at the time of assination of Indiraji and at time of her arrest ) if same was used in time but govt did not act to please them and thousands of vehicles have been burnt, shops looted or gutted,pulic life disturbed.

Will govt assure that henceforth 144 will be clamped if and when there is a danger to pulic peace or resign. Why they r selective??? Is it cause they r trying to avoid Lokpal bill as they do not want their sins to come out in public?
